Miracles and Failures – the Last Decade of Polish Health and Long-Term Care Systems

"Every Pole is an expert in health care policy". This common conviction makes the deep discussion over the changes and reforms almost impossible since 1989. The lack of this public debate is reflected in a constant process of the health care system transformation, which is undertaken without the leading goal and idea. Even the international statistics present the significant increase in investments and the quality, the health care system is, by society, the worst rated one among all publicly organized systems in Poland.

The presentation will cover several areas:

Institutional transformation of health care system. The administrative reform, that took place in 1999 was the milestone for the health care system, transferring the responsibility for services provision into the local levels. Initially it was follow by the decentralization of National Health Fund with high independence of provincial branches, then revised into the centrally managed system of local contracting.

Economic picture of the system with the special attention given to revenue collection and fooling of fund as well as health insurance deficit projection.

Long term care and prevention programmes as the most urgent and most important challenges of the Polish public health policy. The problem of market philosophy predomination over the social solidarity will also be underlined.
