Marek joined the team of the Center for Policy Studies at the CEU in 2018 to lead a project Roma Civil Monitor - Capacity building for Roma civil society and strengthening its involvement in the monitoring of national Roma integration strategies, in which he previously worked as a thematic expert for governance and housing.
Marek holds a MA degree in political science and has more than 16 years of professional experience in Roma inclusion policy in both non-governmental organisations and public administration. Before joining the CEU he worked for the European Commission as expert in social inclusion, desegregation and EU Funds (e. g. he co-authored the EU rules on the use of EU funds in fighting segregation). In the past, he worked for the Slovak Government’s office for Roma, between 2010 to 2012 he was Director-General of the Social Development Fund, Slovak governmental agency for social inclusion and ESF implementation. Between 2008 and 2016 he participated in design and implementation of the Open Society Institute's programme “Making the Most EU Funds for Roma” in Slovakia and the Czech Republic. The programme was aimed at supporting social inclusion initiatives on the local level and their access to EU funding. He actively participated in the planning of the EU Funds’ programming period 2014-2020.
He is engaged in applied public policy research focused. He participated in different monitoring and evaluation tasks: for example, a study on Roma inclusion and implementation of the EEA/Norway Grants 2009-2014, evaluation of the implementation of the National Roma Integration Strategy for the Slovak government, evaluation of integrated territorial program (“comprehensive approach”) aimed at Roma inclusion in Slovakia, evaluation of the use of EU’s pre-accession funds for Roma inclusion in new member states, evaluation of ESF implementation in the area of education and several other projects. Recently, he co-authored a report on fighting the antigypsyism for the European Commission, within the preparation of the post-2020 EU framework on Roma inclusion.
Currently, Marek is managing a CEU’s research project “New methods in data collection on discrimination against Roma in public services” and assists the governments of Slovakia and Albania in development of their Roma inclusion strategies for 2020-2030.
